Two Hundred and Fifty-Eight members of the House of Representatives voted in favour of the bill which seeks to abrogate state joint local government account.
The bill which seeks to establish a special account into which all allocations due to Local Government Councils from the Federation Account and from the Government of the State shall be directly paid.
Section 9(2) of the 1999 Constitution (as amended) provides that: “An Act of the National Assembly for the alteration of this Constitution, not being an Act to which section 8 of this Constitution applies, shall not be passed in either House of the National Assembly unless the proposal is supported by the votes of not less than two-thirds majority of all the members of that House and approved by resolution of the Houses of Assembly of not less than two-thirds of all the states.”
According to the Speaker, Hon Femi Gbajabiamila, a minimum of 240 votes are required for any of the bills to pass, except for Clause 13 of the proposed amendment which requires fourth-fifth of the 360 members or 288 votes, which seeks to provide the procedure for overriding Executive Veto in respect of Money Bill which failed to scale through as only 284 members voted in favour and 13 members voted against the bill.
